Conforming Loan Limit Changes for 2009<br />

<p>Despite the slide in housing prices in most parts of the country, the conforming home loan limit will remain at $417,000 next year for most of the country.</p>
<p>The limits set the maximum size for loans that Fannie Mae and Freddie Mac can purchase. Conforming loans generally have lower interest rates, perhaps up to a half percentage point lower, than nonconforming, or jumbo, loans. </p>
<p>The loan limits are based on changes in average home prices over the previous year, but under terms of housing-recovery legislation passed this year cannot decline. </p>
<p>For high-cost areas in 2009, loan limits will equal 115% of local median house prices, but cannot be more than $625,500, which is 150% of the standard limit. </p>
<p>Loans originated in 2008 and the second half of 2007 have limits of 125% of local price medians, up to a maximum of $729,750.<br />

<p>First Time Home Buyers Tax Credit Information – Truckee Real Estate<br />
•	The tax credit is available for first-time home buyers only.<br />
•	The maximum credit amount is $7,500.<br />
•	The credit is available for homes purchased on or after April 9, 2008 and before July 1, 2009.<br />
•	Single taxpayers with incomes up to $75,000 and married couples with incomes up to $150,000 qualify for the full tax credit.<br />
•	The tax credit works like an interest-free loan and must be repaid over a 15-year period.<br />
•	When would I get the money from the credit?<br />
•	You get the money only after you claim the credit on either your 2008 or 2009 tax return, NOT when escrow closes on the home.<br />
•	However, you can speed up the process if you buy a home in 2009, prior to July 1. Instead of waiting until you file your taxes in 2010, you can (after Dec. 31, 2008) treat the purchase as if it were completed in 2008. That means you can amend your 2008 return and get the credit in 2009.<br />
How do I repay the credit?<br />
You start repaying the credit in the second year after the tax year that the home was purchased.</p>
<p>So if you took the credit on your 2008 tax return, you begin repayment when you file your 2010 tax return. Your payments are set at $500 per year for 15 years.</p>
<p>They are “paid” as part of your tax liability. Depending on your tax situation, you either get $500 less on your refund each year, or you owe $500 more in taxes.</p>
<p>You might need to increase your withholding or make quarterly estimated payments to cover for the repayment and ensure that you don&#8217;t get penalized for under-withholding.</p>
<p>What if circumstances change?<br />
If you sell the house before the end of 15 years, you will have to pay the balance remaining on the credit on the tax return for the year the house was sold.<br />
If you no longer use the home as your principal residence (say you rent it out), you pay the remaining balance on the tax return for the year the use changed.<br />
If you die before the 15 years, the balance does not need to be repaid.<br />
If you get a divorce and the home is transferred to your spouse, your spouse will be responsible for future payments.</p>

Home Sales Up Almost 6% Across the County<br />
Does This Signal the Bottom of Pricing?</p>
<p>Sales of previously owned homes were up almost 6% percent for September, the largest increase since July 2003, and the supply of unsold homes fell, a positive sign for a housing market stalled for some time.</p>
<p>The National Association of Realtors reported on Friday that sales of existing homes rose to a 5.18 million units at an annual rate from the 4.91 million components pace set in August. Economists had anticipated sales to rise much less to only a 4.93 million unit rate.</p>
<p>This increase in sales is the first time in three years that the pace has risen above the prior years sales – a most suggestive sign the market is stabilizing.</p>
<p>This might have been a surprise to many that this large jump in sales pushed the inventory of unsold homes down by 1.6 percent to 4.27 million, or 9.9 months&#8217; nationwide; while in our Truckee Tahoe greater MLS we see approximately the same or 10 months’ inventory.</p>
<p>Though the supply is still high in some areas, the turn down is excellent news for a housing market that has been hindered in a slump or worse in some parts of the country.</p>
<p>Increased sales occurred mainly in three regions, by way of the West showing a solid a 16.8 percent jump. The Midwest saw an increase of 4.4 percent and the South saw a 2.2 percent rise; while the Northeast showed a decrease in the number of units sold. </p>
<p>The median national home price declined 9 percent from a year ago to $191,600, the lowest level since April 2004 nationwide.  Truckee and the greater Tahoe area show a median sales price for September thru October of $553,500, while the median asking price was $588,500.</p>

<p>While the resort-oriented, second home-driven market has been somewhat insulated from the greater national economic woes, some of the rippling effects have made their way into the Tahoe-Truckee region.</p>
<p>East West Partners, the largest developer in the area, recently laid-off three members of their marketing department, and three or four construction management positions, said Blake Riva, a managing partner with the company.</p>
<p>&ldquo;We&rsquo;ve made some adjustments in light of the overall slowdown in the market,&rdquo; Riva said. &ldquo;With Old Greenwood and Gray&rsquo;s Crossing near completion and the Village at Northstar now complete, there is a smaller workload as well.&rdquo;</p>
<p>But East West Partners has seen less of a slowdown in the Tahoe-Truckee area compared to other properties they have in </font></span><span style="color: #333333;font-family: 'Footlight MT Light'"><font size="3">Colorado</font></span><font size="3"><span style="color: #333333;font-family: 'Footlight MT Light'">, he said.</p>
<p>&ldquo;Industry-wide we&rsquo;ve seen a slowdown, but comparing Tahoe to </span><span style="color: #333333;font-family: 'Footlight MT Light'">Park</span><span style="color: #333333;font-family: 'Footlight MT Light'"> </span><span style="color: #333333;font-family: 'Footlight MT Light'">City</span></font><font size="3"><span style="color: #333333;font-family: 'Footlight MT Light'"> or Vail, we&rsquo;ve seen less pronounced effects in Tahoe,&rdquo; Riva said.</p>
<p>The Winter Creek development in </span><span style="color: #333333;font-family: 'Footlight MT Light'">Truckee</span></font><span style="color: #333333;font-family: 'Footlight MT Light'"><font size="3"> has slowed some along with the rest of the market, said Tom Grossman with GLA Morris Construction, but overall is still doing well.</p>
<p>&ldquo;We&rsquo;ve sold 53 out of 60 built,&rdquo; Grossman said. &ldquo;Now when I sell one I build one.&rdquo;<br />
Grossman said he&rsquo;s had to reduce his construction crew from 60 to 40.</p>
<p>Likewise, Sue Ruane, executive vice president at the Tahoe Sierra Board of Realtors, said real estate agents have been relatively insulated from the declining housing market.</font></span></p>
<p class="MsoNormal" style="margin: 0in 0in 0pt"><span style="color: #333333;font-family: 'Footlight MT Light'"><br />
<font size="3">&ldquo;We usually have a membership of about 1,000 &mdash; always right in that</font></span></p>
<p class="MsoNormal" style="margin: 0in 0in 0pt 0.5in"><span style="font-size: 12pt;color: #333333;font-family: 'Footlight MT Light'">range &mdash; and right now we&rsquo;re at 950, so the effects haven&rsquo;t been as big as you&rsquo;d think,&rdquo; Ruane said.<br />

Grossman said all this means it&rsquo;s a good time to buy locally.</p>
